What order do the regulations put fragile roofs in?
Work at Height Regulations 2005, reg 9, in its own order.

Who decides whether a roof is fragile?
A competent person, on the roof. HSE asks for the confirmation, not a format. You add what they found, the rooflight sketch, and the wind speed that stops the job.
What will it not do?
It cannot survey the roof. No document tells you whether a sheet will hold a person, and none makes a principal contractor accept your file.
